Without knowing more about your environment, it is hard to tell. Also, just having the results from only one perfmon counter (rpc ops/sec) isn't going to say what the problem is.
Can you provide more details about your system configuration? CPU's, Memory, Hard drives, RAID levels, plus the results of the other counters. For example, you say that the rpc operations/sec is high. What does your RPC requests look like? What do your disk reads and writes/sec look like? What do your memory counters look like? (memory\pages/sec, page reads/sec, page writes/sec). The document should help you figure out where the bottleneck is.
