Without knowing more about your environment, it is hard to tell.  Also,
just having the results from only one perfmon counter (rpc ops/sec)
isn't going to say what the problem is.

Can you provide more details about your system configuration? CPU's,
Memory, Hard drives, RAID levels, plus the results of the other
counters.  For example, you say that the rpc operations/sec is high.
What does your RPC requests look like?  What do your disk reads and
writes/sec look like?  What do your memory counters look like?
(memory\pages/sec, page reads/sec, page writes/sec).

The document should help you figure out where the bottleneck is.  It
sounds like it is a bottleneck on the server, so now you need to figure
out what the bottleneck is (cpu, disk, memory, etc)

Thanks.  It appears that RPC Operations /sec are high.  They are around
averaging over 100 on the MASTER server.  The average response time on
the 2nd server is below 40 almost ALL the time.  What do you think might
be the problem?

We are constantly getting "Requesting Data from Microsoft Exchange
Server". Does anyone know how to fix this problem or at least how to
troubleshoot it?  

If I check the connection status from within Outlook 2003 when I get the
message, I see really slow average response times from the Exchange
server. Somewhere in the neighborhood of 150-500 however, when things
are working normally the times are less than 40! 

DOMAIN
* Single windows 2000 domain
* 3 domain controllers that are all acting as GC servers
* 1,500 accounts

EXHCNAGE SERVERS
* Windows 2000 Sp4 w/ all the latest patches
* 2 Exchange server 2000 w/ Post Sp3 (Version 6487)
* Each Exchange server is dual PIII 900 w/ 3.5 GB of memory
* NICs are hard coded to 100 FULL DUPLEX and we are using Compaq Load
Balancing option

*Our clients are all using Outlook 2000, XP and 2003
