I assumed that when you said "Updating the 2000 Domain at this point is not an option." You mean updating your domain controllers to Windows 2003 and raising the domain function level to Windows 2003 mode. There are benefits to doing this but it isn't required to using Exchange 2003 front-end servers. You can install Exchange 2003 front-end servers in the same admin group as the current Exchange 2000 servers. As Andrey mentioned, though this will require a schema update.
Also as Tim said you are required to have both a front-end (since you can't install/upgrade Exchange 2003 on a backend if there are Exchange 2000 front-end servers in the admin group) and backend that has Exchange 2003 on it in order to have the new OWA features.
