Matt, First I would make sure that advanced features is checked under view in AD users and computers. Then check under the exchanges advanced tab and make sure the hide from Exchange address lists is not checked. If it is, then uncheck it. It may take a minute to appear, but you should then be able to see the user in the Address Book in Outlook.
