Well, say the user's name in this case is Anne Smith.  When I type in
"asmith" and then do the check, it tells me that Outlook does not
recognize "asmith."  If I try with the SMTP address it looks like it
should.  The user is not located anywhere within the GAL that the
Outlook user can find.

I have checked to see if the "hide from address book" setting was turned
on, since that was my first thought, and it is not.

"Also, what is your schedule set to for generating your address lists?"

Well, here's the thing...  This is a new GAL, but has been in place
since Friday.  The user has been in the system for quite some time, so
she's not a new addition.  We have a new server that's been added to the
organization, and the one I'm working on currently was the only one with
any mailboxes previously.  When the new server was added (by a different
facility), the default GAL then had both our sets of users.  So, each
set up its own new GAL.  So, this user was viewable under the old GAL,
but not now under the new one.  I'm not really user how this ought to
affect things, especially since the user's mailbox IS visible in the GAL
preview.  I'm assuming that Outlook looks at some of the user attributes
differently than Exchange's System Manager.

Does the name appear at the beginning or end of the GAL list?  You may
have a corrupt display name or some special character therein.  When you
enter the alias (SMTP address should also work) in Outlook and press
Ctrl-K, what comes up underlined?  Is it what you expect?

I have a user that does not show up in the Global Address List when
viewed from within Outlook or when I try to find her in the Address List
in OWA. The user does exist, and can be seen within distribution lists
that I have set up.  When I type the user's alias in the send to field
and have Outlook do a lookup for that address, it does find it.  Most
importantly, when I preview the GAL from the Exchange System Manager,
her name is in the GAL, yet it doesn't show up for the end-user.

This sounds like a permissions issue of sorts, but can someone give me a
clue where to start on this?  I haven't been able to detect any
difference in this user's account from any other account (at least when
looking at it within AD Users and Computers).
