Try changing the information store maintenance schedule on the server so it would run always

Also, if you have the checkbox on the store to not allow deleted mailboxes until after a backup you'll want to turn that off temporarily. Now when I try to move that mailbox again it tells me that the duplicate mailbox is deleted and try again. I tried later and then it tells me I have to wait til the mailbox cleanup has run.
