That is correct. If you are using a proxy server for web content, your PC does not do any DNS lookups. You must do something to the PROXY machine to get it to use the special hosts file.

If you can put that HOSTS file on your DNS server (rather than having to put it on each PC) you can block a lot of adware that way.
