This is normal and good. If outside users could relay through your mail
server you'd be broadcasting enough spam to feed the entire population
of Tahiti for the next hundred years.

A lot of Mexican providers have a less-than stellar reputation as
sources of spam. As a result, many mail servers and networks refuse to
carry their traffic. Your other users in, say, Belgium, would not have
this same problem. My recommendation would be to have the user VPN into
your network and relay her mail outbound through your mail server. Her
mail to the outside world will get through and she'll of course be able
to get to your internal users.
