OK, I understand - I see that, but most often on clients I connect to Exchange using RPC/HTTP. I have begun to treat it as fairly normal, even when I see it on my local Outlook clients when directly connected. I agree with some of the other comments about possible GC slowness or even DNS anomalies. If they last for no longer than a few seconds, I frankly wouldn't lose too much sleep. You could start capturing packets and maybe get a better idea, but unless it becomes a serious problem, not sure it's worth the effort.
BTW, O2K3 in cached mode makes this even less of an issue.
