In addition to tinkering with the policy, you might want to look at how the
policy is being applied at the ground level. Is 'Automatically update
e-mail addresses based on recipient policy' checked on the target users?
What happens if you do some flip-flops on that?

Hyphenated and apostrophed names are OK i.e. the Recipient Policies will
generate those addresses using whatever is present in the the First and
Last name fields. However, while an apostrophe is a legal character on
the RHS of a recipients SMTP address, I believe that you run the risk of
running into an older MTA that will choke on the apostrophe making your
user very unhappy. Its really a better idea not to use the apostrophe in
a primary SMTP address.
I would recommend leaving the default policy alone, creating a new policy
with a higher priority than the default that will make the necessary
exclusions and handle special characters. And I wouldn't do any of that
until there is a clear company policy on what SMTP addresses users will
and won't have. Once you've taken care of all that you will likely find
that the recipient policies can handle 99% of your addressing
requirements *automatically*. You just need to get involved for the
occasional exception like a user name change.
