No. they get executed for every service pack. If you do not specifically execute them, they will be executed in the background for you.
What account did you disable? Discovery Management? I worked around it by disabling the account (both Exchange and AD) , applying SP3 and then re-enabling the Ad account - SP3 seems to re-enable/recreate the Exchange attributes. If the user or group is a foreign forest principal, you must have either a two-way trust or an outgoing trust.
