Exchange will store everything, searching it is another matter. EMC SourceOne has been a solid product for our archival needs.

I couldn't imagine sending everything to a single journal mailbox due to database load and size etc. So I was thinking of maybe using powershell to create a journaling MBX for each user with an associated rule.
