We archive everything incoming and outgoing through the use of a journaling mailbox. Currently looking at a new software to replace our EOL setup and are starting to look at everything from MailStore Server to the Barracuda Message Archiver.
Make sure you have a retention policy in place and everyone understands the implications. Maybe some groups don't need the same retention policies as other departments. I would investigate the methods of ingestion and extraction of data from the archiving service, both on a per-user and organizational level. What method of SSO is available? How do users interact with the archive, e.g. Outlook, web portal, mobile app, other application? I couldn't imagine sending everything to a single journal mailbox due to database load and size etc. So I was thinking of maybe using powershell to create a journaling MBX for each user with an associated rule. Journaling everything comes from the tippy top, so there's no real room for me to argue against it.
