Any job where one is expected to be perfect is job is full time. If you don't think so ask all the Security personal who were sacked after "I Love You" went around.
Anti-Virus really should be included in the job description of your Security Manager. It also depends on the size of your environment. Obviously if you have 10 PCs you don't need a security manager. But then again if you have 10 PCs you probably don't need an IT staff. I would say that if your environment is over 1000 PCs then it would pay to have a full time security person. If not, the guy who is assigned to do it should make sure he has his manager signs a disclaimer, "I will not be held responsible for any damage caused to the network by viruii which were contracted while I was accomplishing the task for which I was hired."
