Yes. I wrote the article to which you are referring. In a nutshell, RTF
views an "attachment" as an inline object, just as it does any formatting
(such as font, color, etc). When this is converted for sending via SMTP the
entire RTF part of the message, defining all the inline modifications, is
bundled up into a separate blob (that's really what it's called) and sent
via MS-TNEF MIME encoding. If the recipient's mail client is unable to
understand RTF (very few do) then the RTF blob remains a blob.

As others have said, disable sending RTF to the internet. It buys your users
practically nothing and can cause further headaches. If necessary sending
RTF can be enabled on a per-domain basis (for example: it is required to be
able to successfully send calendar appointments).

As for why the one address won't allow you to change it's setting: dunno.
I'd recreate the record myself.
