We have a formal Comp Time policy, it's a 1 for 1 and we can pool up to 80 hours. I have also worked in places that were not so formal, that was more of a give/take type deal. Usually unless it's 2 or more hours I'm not turning it in, it all works out after you add in lunches, leaving 10min early, getting in 10min late etc...
