Dear Shi Yong Loong,
I have been living in Russia since 1984, married to a local and also I myself 
rent flats to people as a side earning. :))
Firstly I have travelled a lot and would say that you will find good and bad 
people in every country.So dont take it to heart and dont create a common view 
of russians on this.
 
On the other hand I would implore that like everywhere you should (especially 
being a foreigner in Russia) take precautions while choosing flats.
1-Choose an intermediate leasing company which has reputation or is 
recommended. Expat site can put such a list on its site(im sure it will be a 
big help to all). 
2-Sign an agreement where you have covered maximum clauses like the ones you  
are going through.(Im sure this forum can discuss the basic clauses to look for 
or even put in a format agreement on the site if needed).
3-Get your contract registered at the notary.You dont have to indicate the real 
price of rent so you wont pay much to the notary either.Usually both sides 
agree to indicate a meagre amount (You pay 1% of the contract value).
4-keep some friends(maybe even russians) who at such stages can as they say 
"talk local " to such kind of landlords.
5-Of course you should blacklist such landlords, intermediate leasing companies 
etc.
6- try and understand your landlords before you jump into taking flats. Wrong 
decisions may end you in a heap of problems which you simply dont have an idea 
about .
 
As for the current situation I think:
1-Read the agreement carefully, understand first your rights & 
responsibilities.You then must contact the intermediate leasing agency and ask 
them to provide you another compensation option OR let them handle the 
landlord. 
2- If your landlord has not officially signed(notarised) agreement with you 
well he must understand that he is bypassing taxes the open knowledge of 
which is not in his favour(called tax evasion)!

I wonder if this happens frequently in Russia.  I rent a one room apartment in 
spartivnaya for 35000 rubles via agency. After 2 months, the owner came in and 
said that she wants to end the contract with me, giving unreasonable reasons, 
like living more than 2 people (in fact we doesn't), and complaints by 
neighbours... which doesn't happen before. She even bring several people who 
wanted to rent it and looked around. I was shocked. Apparently, she decided to 
rent it for a better price while we signed a one year contract. How the hell 
does something like this ever happens.
