Works for me. It fixes many many shortcut problems.
As I understand it, it's in there so that the Control key shortcuts that
Windows users are used to can be used to cut/copy/paste. Without the
Netscape.ad file, selecting text and typing Control-X will just delete
it all.
Perhaps you can make an app-defaults file that only implements these
workarounds and also let people know why it's there and that they may
safely delete it.
