Since there was no ATAPI IDE CD-writer present at install time, you
won't have SCSI emulation set up for that drive.    As su root you
have to put an:

append="hdd=ide-scsi"

into every Linux stanza of your /etc/lilo.conf, then run lilo (don't
forget that!).

Then you must add:

/sbin/modprobe ide-scsi 
/sbin/modprobe sg               # also reports on ATAPI CD-R device

to the end of your /etc/rc.d/rc.local

Then reboot.

var/log/messages should now show you the whole process of setting up
the scsi emulation, the properties of your new CD writer at the end,
and cdrecord -scanbus should now show the two devices.
