Well, no. Telnetting out is a completely different issue then telnetting
in. You use telnet as client and telnetd to accept connections. Did you
check whether the receiving service is in fact running:
service inetd status
or
service xinetd status
If one of them is running, check its configuration file(s) to see
whether they in fact start telnetd.
