Close enough to tell if things are right. If you would prefer a calibration traceable to NIST standards, it'll take more than ice and boiling water. This was used many times in a test lab that I used to work in to be sure the connections were made correctly. It was either right on, or WAY off. Never had one a few degrees off.
If you prefer to fly to somewhere sea level and get your hands on pure water, more power to you. However, the "pure water" won't be pure after it's exposed to the environment. And be SURE not to carry the pure water on the plane to your sea level test site.
