Ron, The text was in a section titled "The following items were rejected by the Board of Directors". The CRB had approved the change, but the BOD rejected their decision and tossed out the rule change.
While I don't think this change would have made a big impact, I would still like to know why it was rejected by the BOD. In general, they only override the CRB if their is significant controversy regarding a proposal and in this case I haven't heard any strong opposing views.
