I don't understand. Doesn't it say below that effective 11-1-06 the pucks
can be up to 3" thick? Isn't that what we were looking for or am I missing
something?

shall not
exceed one (1) per wheel and shall not exceed three (3) inch in
thickness in uncompressed state nor shall they be
stacked. The diameter of the mounts shall not exceed two (2) inches.
The mounts shall carry the weight of the car.
Installation will be evaluated on compliance with both the letter and
the intent of this provision.
