Lou-- Why not do just what you say but with a minor modification --"up to" 500ccs. Any modifcation allowed to an engine that needs to be brought up to 500ccs. Why not EFI as well as any carbs up to 40mm? Why not have an 750lb weight so our sleds will really fly? Just think Lou --factory teams and sponsorships fender to fender competition with big decals shouting POLARIS ARTIC CAT SKIDOO. Is this what we need in a best bang for the buck class? Yeah we would arouse a lot of interest among newbies who think they were worthy of a "factory ride" Meanwhile the rest of us would be broke(quickly) keeping up with the latest trick of the week. I watched this happen in NHRA SuperStock until the point where Pro Stock had to develop so the mfgs could have their expensive playground and the rest of the little guy SS racers could compete without mortgaging the house.

Why do all of that?

Just submit this to the CRB:

Any 500cc water cooled 2 cycle sled engine, stock ECU/ignitions, any cvt
clutche/s.
Restrictions: 38 carbs, 2 into one manifold, SSx gas test...nothing else.
Weight 825#'s.

No concerns over manufactuers decisions, larger engine supply, and a real easy
post race tech. Now that's a real tuners class!

Betcha we'd have a lot more interest in F5...and a really quick ride.
