I'm afraid so.

I believe any mention potentially could be seen that way, in a similar way that racism can be accomplished by a conspiracy of silence and inaction. In this case it's planting negative imagery into the collective subconscious by subtle innuendo. It's a form of "poisoning the well", albeit a more stealthy one.
