Because he was trying to sell the world on TM and World Peace.  TM is 
*Yoga-lite for modernity*. Notice some of the things he 'said' publicly 
conflict with what he wrote, I tend to go with what he wrote.

Charlie told him, "MMY, people are thinking they're going to reach 
enlightenment in 5 to 8 years" and MMY's response was, "Let them think that, at 
least they will meditate that long"..paraphrased.

It's important to remember, MMY was/is not a personal Guru.  There is a big 
difference........

In all fairness, MMY did say in Fuiggi Fonte that you could meditate a million 
years and not reach CC unless you come to these courses.  I heard this with my 
own ears.
