It's more complicated than that, actually. The point is the huge resistance to any increase in federal taxes. The buck-passing isn't transparent enough for most people to grasp how it works. Also, the situation is different in each state as to how much taxes are raised for what and on whom, whereas the federal situation is more uniform, so the resistance is more unified.
