Anyone who has ever dealth with, or had a family member deal with, the VA can assure you that the VA, as a whole, is an inefficient government bureaucracy. It took 10 years for the VA to admit that the disease that my father contracted while serving in WWII in the South Pacific qualified as "service related," as a for instance.
