THAN PAYING FOR THE RELIEF EFFORT AND RECONSTRUCTION
after a disaster has occurred.

And the city and state are not supposed to take any responsibility for their own disaster prevention? Of course its cheaper! They should have stepped up to the plate and done what they thought necessary! They chose not to! The city and state thought they could wait it out and get the feds to pay for their disaster protection later down the road. That is total negligence on their part.
