The only thing that will work is a bottom up grassroots movement. Start
by throwing out your stodgy city councils who are bought and paid for.
Be wary though that some know some very mean people and you might have
an "accident." They tell me locally that one council member who was
planning to run for re-election and going against the status quo was
told he wouldn't live long enough to take office.
When Gavin Newsom, the former SF mayor, became Lieutenant Governor he
told KGO radio host Karel that he couldn't believe how corrupt our state
government is. His hands are probably very tied in that office.
