Without looking at this site, I can tell you the overwhelming majority of these cities are run by democrats with democrat policies and have been for a long time. Attract the low information voter, convince them they are a victim and you have their best interest in mind and they will vote for you and you'll make things all right(or at least *get even* with your suppressors).
