Shouting "fire" in a crowded theatre, on the face of it, violates 
the First Amendment, Judy, but laws that prohibit the shouting 
of "fire" in crowded theaters are not illegal nor unconstitutional.

Reasonable limits to constitutional guarantees are provided under 
law.

So the question is not whether the provisions of this new act 
violate the constitution but whether under a reasonable limit test 
they will or will not be upheld.

And that's why the final word on this new law will rest with the 
judicial system...just like that internet law that Clinton signed 
went to the Supreme Court...and in that case, the law was, indeed, 
deemed unconstitutional...we shall see what the court says here.
