Actually, why do we want to institutionalize something that people agree might be
worthwhile in 1 case in a million? Isn't that an example of an unnecessary law?

Actually it's a very possible scenario these days and I don't think it should apply to only the nuclear bomb  scenario but to any terrorist action that is intent on taking innocent lives.
