Of course Consciouisness, the substratum of the universe, can exist

seperately from the hardware. However, the localized reflection of

THAT requires a nervous system -- subtle or gross. 



That would depend what you mean specifically by "localized reflection". In UC it is no longer just the nervous system that perceives, but jnana. It's an entirely different style of perception and not really "perception" in the dualistic use of that word.
