You can create the folders if you wish - I'm not sure of the effect on the install though. You'll need to make a folder in the /farcry/projects/PROJECTNAME/ directory called "translation". Inside that folder, copy the contents of /farcry/plugins/translate/install/templates/. I think if the permissions were installed again they would just be created as duplicates and not be too much of a problem to deal with.
I would like to to fix the install method when I have the time to make it easier to install - the idea was that as an admin you didn't really have to do any more than you needed to and it would work pretty much "out the box".
