In this situation, the client wants each office to have full control
over the structure/navigation within their site section. I can't really
do custom content type(s) that would meet their needs, especially
because they have me on a time budget. Hopefully someone on their staff
will pick up from where I leave them and try to make things work
smoother (I agree that custom types are better for the less-savvy
users).

I'm interested in how you do a custom site-admin tab equivalent to
utility. I'm not sure which permission setting causes this, but the way
I have it set up, these users do not see any of the Home/Utility/Images
subtabs, but they do get the site tree.

I'm glad some people at least acknowledge the need to "sandbox"
sections of a farcry site (without creating a new instance).
