I had an indoor kitty turn up with demodex, though I can't say I really noticed she was overly itchy, I thought it was rinworm at first since I do resuce and had been dealing with that. I took her to the vet who thought it was allergies then had one last thought to do a skin scraping and found one mite.
Now, I really don't know if that may be what this is--could, I am sure, be a number of things as skin issues can be so hard to pinpoint.
