My cat tested negative at 6 weeks old. She did not go out until she was 8 months old. Even then she rarely if ever came in contact with another cat. She was only out for very short periods close by the house. She never came home showing signs of a fight.
Looking back at her medical history, including a fairly severe virus when she came to us, the vet believes she got it from her mother. So yes, it is possible for a young kitten to test negative. It is also possible to test negative shortly after exposure. That is why they recommend retesting even for negatives.
