Both are right! Increasing the drive pulley size is like using a larger
drive wheel on a foot driven wheel, and using a smaller whorl on the
flyer will make it faster too. 

The caveat here is: doing either of these makes the motor work
harder.... which can make it overheat if the designer hasn't planned for
that.  It would be interesting to try it at top speed for 6 or so hours
with fine cotton.
