Nothing could be further from the truth.
OK, I wasn't aware of this last point. Every synth/GM sound font that I've used has been the same for percussion sounds, so I've wrongly assumed that they must be the same throughout. My bad. Other people have commented that it's possible to set it up Percussion Maps to do exactly as I suggested, i.e. to have certain lines play back certain Channel 10 sounds. I agree that Percussion Maps are really powerful, and particularly with Staff Styles can do wonderous things. However if a newbie user has a percussion part which, for example, contains some triangle writing and some bongo writing, wouldn't it be good if Finale would see the word "Triangle" where it occurs in the score, and then intelligently playback the appropriate Triangle note for that passage or staff line/space? And when it sees the "Bongos" indication, it would automatically play that material using the Bongo notes? For less-experienced users, this would surely be a much better way to get untuned percussion sounds with little to no effort (granted David's point about non-standard perc. note assignments and the problems this may cause for some). I used to dread the inevitable question from my students asking how they could get their percussion sounds to play back correctly. For such inexperienced users with relatively low demands, the current Percussion Mapping system is a too-complex process to learn in the greater scheme of things.
