Mine (FinWin 2005a) happens when I insert measures into certain files - I get the same strange looking time sig at the end of the file, and seem to have many phantom bars following the strange-looking time sig.
I can usually delete the extra bars, by selecting one bar in front of the phantom bar through the end.
