I don't see a problem with any of these. Firstly I assume you mean 'Extract' the parts rather than export (which you can do for MIDI files and ain't the same).
For instrument names on all pages try this:
File Menu - Extract parts - Options - Create Staff or Group names
Here you can specify fonts, positions and which pages ranges you require. Finale will strip the staff name you have given the score staves so if it is not as you want it either make a file copy for extract and change the names or a good work around is to use staff names for your score and then also put in group names but uncheck them so they don't show in the score but will come out in the parts - best of both worlds if you want say Flts 1 2, 3, etc. Once this is set up in your template you never need to do it again!
Spacing of systems comes under:
Option menu - page format - Parts
Here you can specify a whole range of parameters for how yo want your parts to look in difference to your score layout. Again, once set in a score template it's a breeze.
Page breaks:
This is not possible to set prior to extract and for good reason - a page 4 break of your score is probably not likely to be page 4 in the part. But you can set up the systems to break and restart on any barline by using the Measure attributes tool and clicking on a barline, you could do this at the end of a multi measure rest (and before). I usually put in a 'Begin a new system' after very key change and double bar which is helpful to the players and M.D. if kept consistent (esp. in show and studio work) and keeps the look of the parts clean and legible.
Where this all helps is that all the extracted parts will break a line at that same point in the music and you only need to use the page layout tool to 'force' the page breaks when you edit the parts. Personally, I don't like all my large ensemble and orchestral parts to turn at the same moment for obvious reasons
