Sure, that makes perfect sense. If you nudge the innermost accidental, you've removed it from Finale's view so it's going to put another one in the innermost position.

 And the "anchoring"
nudge, as you call it, doesn't undo anything. You have to edit your way out
of the problem.

If you've got a group of accidentals and you want to move the inner one only, anchor the outer ones first.

One thing I didn't mention. You know that the clear key resets an accidental to zero, right? Just clear them all and you're back to how you started.
