Options/DocumentSettings/MusicSpacing and you're presented with a dialog box where you can specify the minimum measure width.

This is saved with the document, so it will need to be changed for each document you work on.

Or, you can open a new file from the default document and adjust the minimum measure width and then save the still-blank but now altered file as the default template name Maestro Font Default.FTM (be sure to tell Finale to save it as a template file!) or Jazz Font Default.FTM (if you're using the hand-written Jazz font). These files reside in the Component Files folder inside the Finale folder.

At least this is how it works on the Windows platform.
