Andrew,

"~" is UNIX shorthand for your user folder. Assuming your OS X username is "Andrew Stiller," it's probably called "astiller" and located at Macintosh HD/Users/astiller, and it should be marked with a home icon. Inside, there should be a folder called "Public" and inside *that* should be a folder called "Drop Box" -- unless of course you manually deleted them, which would have been a really bad idea.

I agree with Johannes that you should keep all of your documents, including OS 9 documents, inside your ~/Documents folder. You can create aliases to them in other locations, but they do need to physically reside inside ~/Documents precisely to avoid permission problems.

I seem to recall that you had some pretty unorthodox ideas about where to store documents on your HD (storing all Finale documents inside the Finale application folder, for instance). You are just going to have to accept that you *cannot* do that in OS X. It just doesn't work that way. You *must* put all the documents that belong to you inside your user folder, and ideally in your Documents folder. You can, of course, create aliases to them, and put those aliases anywhere you like, but the originals must be inside your user folder.

And you definitely need to repair your permissions once you've done this.
