I'd think it is too late. His OSX needs to be reinstalled at this point. Repair Permission only works by Receipt database that installer left. VISEX does not create the database so Repair Permission only can look up OSX Receipt database and checks if VISE or other installers didn't screw up OSX system file permission bit. This means Repair Permission usually won't work against anything changed manually by user. The original poster is messing with Application directory.
