David,

I find that the only efficient way of entering lyrics in Finale is with
special font. These fonts have the figures at different heights, so you
don't need to change verses at all. Have a look at

http://www.ansgarkrause.de/fonts.htm

For a good example.

I have actually made my own font for figured bass, with a few changes
from Ansgar's example, which make my life easier, and also use a
different font for the numbers, which I think is more readable.

Personally I think the best thing is to get a font editor, and do the
work yourself.

I've tried a number of techniques for entering figured bass over the years, and have concluded that the easiest method is to use lyrics. I start out with a list in each verse of all the single figures (# b 3 4 #4 5 #5 6 #5 7 8 9 and all the variations needed for the source I'm transcribing; I use the Sibelius Opus Figured Bass font so that I have all the variations of how to notate the same things available to me, e.g., slashed 6, crossed 4, etc.), and then I click assign single figures to verse 1, then the 2nd row above that to verse 2 (with the baseline for each successive verse set appropriately higher):

  6 5 <-Verse 2
  4 4 3 <-Verse 1
