Kinkos usually has a machine that can punch this. You're probably not going to have much luck finding a 17" comb, so the question will be whether you want one 11" comb centered on the 17" side, or whether you want them to punch the whole 17" length and put on two 11" combs, cutting off the excess 5". I usually opt for the latter.
