It's been suggested that you can create a shape expression using the slur
tool.

Yes, that does work, but you'd pretty much need a new one for each
occurrence, and make sure the slur doesn't touch a line. Not fun. You can
also use the slur tool overlain on the curved line tool to create a
half-slur. Just as tricky & just as not fun. :(

If Finale's next version had a bring-forward/send-backward option, that
would be good.
