Oh, I agree completely. In fact I am pretty sure the chord tool could be utilized very well for this if a special figured bass mode was added. Which doesn't actually require huge changes. And basic playback of figured bass would probably be a very simple programming effort.
The original question, however, was why does Finale not have a special Figured Bass tool when the competition does, and although I don't know Sibelius well enough to really say, it doesn't seem to me that Sibelius really has a solution either. All they have is a font with crossed out figures. Better than nothing, I am sure, but as far as I can see the basic problem is exactly the same - how does one enter figures quickly?
