There is ANOTHER staff style to accomplish this, called Lyrics and Chords Only, last one of the list in 2006.
If you don't already have it, it consists of:
0-line staff with full barline, but then UNCHECK barlines under Items to Display.
Also check Alternate Notation and select Blank Notation.
Then look left and uncheck First Clef, Full Staff Name and Abbreviated Staff Name.
This should do it. If you do this to Define Staff Style in your default file, you will always be able to invoke it easily, rather than doing it through Staff Attributes all the time.

There is a Staff Style, but I don't know whether it is defined by default in 2003 or not, called Hide Staff.
In 2006, which I am using, there is an option called Hide Staff in the Staff Attributes which accomplishes the same thing as unchecking everything and 0 line staff, with fewer keystrokes.
